Rogers claimed he had no interest in that, but he still made it is patriotic duty to enforce his laws.

Are you interested in being an authority figure?

No, but it's good to know who is.

No - so far we've only got the ones who want to enforce their law while they swear up and down that that's not what they're doing. Funny, that. I'm used to the other way round.

And you don't take well to that.

No murder? That seems like a very basic idea to take issue with.

It's the way it's put. In my business, right, things like tone and wording are very, very important. I pay attention to it. I'd wager most people here would be upset by murder, particularly if the victim was a friend. Many of them would hunt down the perpetrator, for capture or revenge.

Not many would make a list of criminals, and ask to be contacted if anyone spots them about. Not many would make pointed statements like murder will not be tolerated in Norfinbury. And there is a very particular type of person that uses terms like "taken into custody".

Warning newcomers of who to watch out for isn't a bad idea, but from what I'm gathering, taking anyone into custody here isn't practical.

Oh, I never said the list was bad, or surprising. But there is that particular sort that would make it. Wouldn't you agree?

[She and Tony aren't the type to deal with low-level criminals, anyway. She had, for a while, but joining the Avengers means she deals with international, incredibly dangerous threats.]

And you? Do you think we should let things sort themselves out naturally?

I think if you're not going to, you should be upfront about it.

Don't worry. We'll be upfront. I'd hate to get in your way.

I expect people to get in my way, but I want them to be fucking honest when they're doing it. You could declare yourself captain of the police force, right, and that would bother me less than trying to enforce the law while denying that's what you're doing.

[Well, okay, he'd laugh a lot if someone tried to declare themselves captain of the police force here.]
